Half of BPJS Kesehatan Participants Receive Contribution Assistance

It turns out that more than half of the Indonesian National Health Insurance (BPJS Kesehatan) participants are funded by the State Budget (APBN). Of the total 176.74 million BPJS Kesehatan participants, 92 million (52 percent) are recipients of premium assistance (PBI) from the APBN. This is the largest number among other participant categories. Meanwhile, BPJS Kesehatan PBI participants from the Regional Budget (APBD) reached 16.96 million (9.59 percent). Therefore, the total number of BPJS Kesehatan participants receiving premium assistance (APBN and APBD) reaches 108.99 million participants, or more than 61.67 percent.

Meanwhile, BPJS Kesehatan participants with employer-sponsored insurance (PPU) only reached 67.75 million or 38.33 percent. This number consists of civil servants (PNS and TNI/Polri), private sector employees, state officials, and employees of state-owned enterprises (BUMN) and regional-owned enterprises (BUMD). Since its inception until now, BPJS Kesehatan premium arrears have reached Rp 3.4 trillion. The latest arrears amount to Rp 1.7 trillion.

The large number of PBI participants from the APBN and the unpaid premiums from paying participants have caused BPJS Kesehatan to experience a deficit. In 2016, BPJS Kesehatan received government equity injections of Rp 6.8 trillion to cover the deficit. Then in 2017, BPJS Kesehatan will again receive equity injections worth Rp 3.6 trillion.
