High-ranking positions held by male Civil Servants (ASN) still significantly outnumber those held by women. This disparity is evident in data from the National Civil Service Agency (BKN), processed by the Central Bureau of Statistics (BPS).
The data shows that in 2022, 9 men held principal executive positions (jabatan pimpinan tinggi utama) compared to only 2 women. This represents a decrease from 2021, when 12 men and 3 women held these positions.
For the second highest tier, mid-level executive positions (jabatan pimpinan tinggi madya), there were 462 men and 87 women.
At the third highest level, senior executive positions (jabatan pimpinan tinggi pratama), 17,637 men held these positions compared to 3,240 women.
ASN positions are regulated by the ASN Law No. 5/2014. Article 131 states that upon the law's enactment, the following equivalencies were established for Civil Servant (PNS) positions:
a. Eselon IA positions (heads of non-ministerial government agencies) are equivalent to principal executive positions;
b. Eselon IA and IB positions are equivalent to mid-level executive positions;
c. Eselon II positions are equivalent to senior executive positions;
d. Eselon III positions are equivalent to administrator positions;
e. Eselon IV positions are equivalent to supervisory positions; and
f. Eselon V and general functional positions are equivalent to executive positions.
