The Indonesian Ministry of Finance (Kemenkeu) report shows that the realization of climate change budget allocation fluctuated between 2016 and 2021.
The latest Kemenkeu data recorded that the realization of the climate change budget in 2021 reached Rp112.74 trillion, a 55.71% increase compared to 2020.
Despite the increase, the 2021 climate change budget realization was not the highest in the previous five years. The highest budget realization was recorded in 2018, reaching Rp126 trillion.
Meanwhile, the lowest realization of the climate change budget was recorded in 2016 and 2020, both at Rp72.4 trillion.
During the 2016-2021 period, there were two instances of a decrease in climate change budget realization, namely in 2019 and 2020. On the other hand, there were three instances of an increase in realization, in 2017, 2018, and 2021, as shown in the graph above.
According to Kemenkeu, the ministry has designed a new budgeting mechanism to respond to climate change issues since 2016.
“With the mapping of budget allocation for climate change and sustainable development, this can provide an overview of the direction of future development towards a recovery that is more supportive of environment-based programs post-Covid-19 pandemic,” said Minister of Finance Sri Mulyani Indrawati, as quoted from the Kemenkeu website.
Kemenkeu also explained that the climate change budget in the State Budget (APBN) is divided into two types.
First, climate change mitigation budget, which includes priority programs:
* Forestry and land
* Energy and transportation
* Agriculture
* Industrial processes & product use (IPPU)
* Waste
Second, climate change adaptation budget with priority programs consisting of:
* Health, housing, and infrastructure
* Food security
* Biodiversity and ecosystems of forests, coasts, and small islands
* Research and development (R&D)
