Based on a report from the Ministry of Finance (Kemenkeu), the Indonesian government allocated Rp307.94 trillion (approximately USD 20.6 billion based on 2020 average exchange rate) for climate change mitigation and adaptation from 2018 to 2020.
This translates to an average annual allocation of Rp102.65 trillion (approximately USD 6.9 billion). The 2018-2020 allocation represents 4.3% of the total State Budget (APBN) during that period.
Of the allocated funds, the government spent Rp209.57 trillion (approximately USD 14.1 billion), or 91.1% of the cumulative APBN allocation from 2018-2019.
However, the trend shows a decrease in climate change budget allocation from 2018 to 2020.
Kemenkeu recorded an allocation of Rp132.47 trillion (approximately USD 8.9 billion) in 2018. Of this amount, Rp126.04 trillion (approximately USD 8.5 billion) or 95.14% was realized.
In 2019, the allocation decreased by 26.27% year-on-year (yoy) to Rp97.66 trillion (approximately USD 6.6 billion). Rp83.54 trillion (approximately USD 5.6 billion) or 85.54% was realized.
In 2020, the government allocated Rp77.81 trillion (approximately USD 5.2 billion) for climate change mitigation and adaptation, according to Presidential Regulation Number 72 of 2020. This represents a 20.32% yoy decrease from the 2019 allocation.
Kemenkeu stated that from 2018 to 2019, a larger portion of the climate change budget (Rp129.93 trillion or 62% of total realization) was spent on mitigation efforts.
"This reflects the government's commitment to reducing greenhouse gas (GHG) emissions through low-emission development," stated Kemenkeu in its *Report on Climate Change Mitigation and Adaptation Budget 2018-2020*.
Conversely, the government consistently allocated funds for adaptation, totaling Rp66.64 trillion (31.8% or an average of Rp33.32 trillion per year) from 2018-2019.
Kemenkeu noted that co-benefit activities cumulatively reached Rp13.01 trillion (6.2%) from 2018 to 2019.
In 2020, the government allocated Rp77.71 trillion for climate change spending, with Rp41.65 trillion (53.5%) for mitigation, Rp33.30 trillion (42.8%) for adaptation, and Rp2.86 trillion (3.7%) for co-benefits.
