The Ministry of Forestry (Kemenhut) has determined the extent of critical land in Indonesia for 2024 through the Minister of Forestry Decree Number 406 of 2025 concerning the Determination of National Critical Land.

In the regulation, which was established on July 23, 2025, the national critical land area for 2024 was set at 12.29 million hectares (ha).

Critical land is defined as land located both inside and outside forest areas whose function has declined as a production element and a medium for regulating the water system of a watershed (DAS).

Of the 12.29 million ha of national critical land in 2024, 57.70% is located in forest areas, totaling 7.09 million ha.

Meanwhile, 5.20 million ha of national critical land is located outside forest areas. This amount is equivalent to 42.30% of the total critical land area.

The Minister of Forestry Decree explains that the determination of national critical land can be updated every five years or adjusted according to the development of key data used in determining critical land.

The key data referred to includes:

Land cover map;
Forest area function map;
Erosion map; and/or
Slope steepness map.
