Amien Rais, Chairman of the National Mandate Party (PAN)'s Honorary Council, criticized President Joko Widodo's (Jokowi's) land certificate distribution program as a lie, claiming that 74% of the country's land is owned by a specific group. This statement drew a strong response from Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan.
Regarding Amien Rais' concerns about land ownership in Indonesia, Greenomics Indonesia released data showing that 2.4 million hectares of forest area—approximately 36 times the size of DKI Jakarta—were released for plantation permits between 2004 and 2017. This includes 2.2 million hectares released during President Susilo Bambang Yudhoyono's administration (2004-2014) and approximately 200,000 hectares during President Jokowi's administration (late 2014-2017).
According to Greenomics, during Zulkifli Hasan's tenure as Minister of Forestry (2009-2014), 1.64 million hectares of forest area were released for plantations to businesses. This figure excludes palm oil areas "whitened" from forest area status. Forestry Minister MS Kaban, who served from 2004-2009, issued permits for 600,000 hectares of plantation land. During President Jokowi's era, Minister of Environment and Forestry Siti Nurbaya, through the BKPM Head, only issued permits for 216,000 hectares of plantation land.
