Coal Production Realization Tended to Be Higher Than Planned During 2018-2022

The Ministry of Energy and Mineral Resources (ESDM) has calculated the planned and actual coal production over the past five years.

This data is sourced from the Decree of the Minister of Energy and Mineral Resources (Kepmen ESDM) Number 31/2022 concerning the National Mineral and Coal Management Plan for 2022-2027.

Over the five years, actual production exceeded the planned production, at least for three consecutive years: 2018-2020.

In 2018, the planned coal production was 485 million tons. Actual production reached 557.77 million tons.

In 2019, the planned production was 489.1 million tons. Actual production reached 616.16 million tons, the highest in the last five years.

In 2020, the planned production was 550 million tons. Actual production reached 563.7 million tons.

In the following two years, actual production decreased compared to the planned production.

In 2021, the planned production was 625 million tons, while actual production was 613.99 million tons.

Similarly, in 2022, the planned production was 663 million tons, while actual production was only 371.84 million tons.

The Ministry of ESDM states that each business entity is obligated to prepare a mining plan, detailed in the Work Plan and Budget (RKAB), based on the approved feasibility study document. However, problems were encountered during the mining process.

"During the mining operation stage, several obstacles were encountered, including social issues with the surrounding community and land rights settlements, resulting in business entities being unable to carry out mining activities," the regulation states.
