Indonesia's Fuel Needs are Twice the Domestic Production Capacity

During the period 2021-2025, Indonesia's fuel oil (BBM) needs are approximately twice as large as the country's BBM production capacity.

This is evident from the "2025 Performance Report of the Directorate General of Oil and Gas", released by the Ministry of Energy and Mineral Resources (ESDM).

According to the report, Indonesia's BBM needs in 2025 reach 84.58 million kiloliters (kl).

However, Indonesia's BBM production in 2025 is only 41.96 million kl, equivalent to 49.6% of the total needs.

A similar trend occurred during the 2021-2024 period, where Indonesia's BBM production only accounted for half of the total national needs.

Here are the details of Indonesia's BBM production and its comparison with the national BBM needs over the past five years:

• 2021: production of 40.71 million kl (58% of total national needs)
• 2022: production of 41.6 million kl (53.1% of total national needs)
• 2023: production of 43.42 million kl (53.9% of total national needs)
• 2024: production of 39.59 million kl (47.8% of total national needs)
• 2025: production of 41.96 million kl (49.6% of total national needs)

"The supply of oil and gas energy for domestic use is still not supported by domestic production, so it is still necessary to import crude oil, fuel oil, and LPG," as quoted from the 2025 Performance Report of the Directorate General of Oil and Gas.

To address this, the Indonesian government is working to increase the production capacity of oil refineries, one of which is through the Balikpapan Refinery Development Master Plan (RDMP) project, which was inaugurated in January 2026.
