Indonesia's Oil Refinery Capacity in 2024, Largest in Cilacap

Minister of Finance Purbaya Yudhi Sadewa criticized the performance of PT Pertamina (Persero) for not building new oil refineries.

He assessed that this affected the increase in energy subsidies, as it forced Pertamina to purchase more refined petroleum products from Singapore.

"How many years have we been experiencing this [oil product imports]? Decades, right? Have we ever built a new refinery? Never," said Purbaya during a Working Meeting with Commission XI of the House of Representatives (DPR) in Jakarta, Tuesday (September 30, 2025).

"We suffer huge losses because we import oil products from Singapore," he stated.

According to data from the Ministry of Energy and Mineral Resources (ESDM), as of 2024, there are only 9 oil refineries in Indonesia with a total processing capacity of 1,186 thousand barrels per stream day (MBSD).

The largest oil refinery in 2024 is located in Cilacap, Central Java, with a capacity of 348 MBSD, approximately 29% of the total national refinery capacity.

1. Cilacap Refinery, Central Java: 348 MBSD

2. Balikpapan Refinery, East Kalimantan: 260 MBSD

3. Dumai Refinery, Riau: 170 MBSD

4. Balongan Refinery, West Java: 150 MBSD

5. Plaju Refinery, South Sumatra: 126.3 MBSD

6. Tuban Refinery, East Java: 100 MBSD

7. Tri Wahana Universal (TWU) Refinery, East Java: 18 MBSD

8. Kasim Refinery, Southwest Papua: 10 MBSD

9. Cepu Refinery, Central Java: 3.8 MBSD
