The Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Agus Harimurti Yudhoyono, also known as AHY, has proposed an additional budget of Rp675.87 billion for his ministry in 2024. This budget will be used to support priority land programs this year.
“We have coordinated with the Minister of Finance so that the Ministry of ATR/BPN receives an additional budget of Rp675.87 billion sourced from 2023 PNBP (Non-Tax State Revenue),” said AHY in a working meeting with Commission II of the DPR RI (House of Representatives) on Monday (25/3/2024).
The largest allocation of additional funds will be used for the Complete Land Registration System (PTSL) program, amounting to Rp350 billion.
Next, Rp100.4 billion will be allocated for the Detailed Spatial Plan (RDTR).
“Rp225.46 billion will be allocated for the preparation of 104 complete districts/cities and digital transformation,” said AHY.
In addition, AHY also stated that his ministry received a budget ceiling of Rp7.58 trillion in 2024.
The details are: a budget ceiling for management support of approximately Rp4.62 trillion; for land management and service programs of approximately Rp2.86 trillion; and for spatial planning programs of approximately Rp109 billion.
However, the Ministry of ATR/BPN's budget is subject to an automatic adjustment policy or blocked by Minister of Finance Sri Mulyani.
This decision refers to the Minister of Finance's Circular Letter Number S-1082/MK.02/2023 issued on December 29, 2023.
“The government continues the automatic adjustment policy of Rp50.15 trillion for all ministries/institutions, where for the Ministry of ATR/BPN it amounts to Rp404.31 billion from pure rupiah funds,” said AHY.
According to him, the entire budget is insufficient to realize the targets that must be completed in the next seven months. Therefore, his ministry requested an additional budget.
