What is the Amount of Allowance for Officials at the Ministry of Communication and Informatics?

The Ministry of Communication and Informatics (Kemenkominfo) has come under scrutiny after the temporary National Data Center (PDN) was crippled by a ransomware attack. The PDN is a program under Kemenkominfo.

The PDN's shutdown resulted in at least 56 public services being inaccessible earlier this week. Passport services at airports and ports were among those significantly impacted.

The Southeast Asia Freedom of Expression Network (Safenet) even launched a petition demanding the resignation of the Minister of Communication and Informatics (Menkominfo), Budi Arie Setiadi.

"We are targeting Budi Arie because he is the Minister of Communication and Informatics, and Kominfo is the agency responsible for the PDN," Nenden told Kompas.com on Thursday (27/6/2024).

Calls for his resignation also surged on social media. Netizens even criticized the salaries of Kemenkominfo employees and those responsible at the National Cyber and Crypto Agency (BSSN), citing their high pay despite their failure to prevent the disruption.

Presidential Regulation (Perpres) Number 3/2020 concerning Performance Allowances for Employees within the Ministry of Communication and Informatics stipulates that performance allowances (tukin) for Kemenkominfo employees are adjusted according to their job grade.

The highest is job grade 17, with a performance allowance of Rp33.24 million per month. This excludes basic salary and other allowances, such as position allowance, food or rice allowance, and so on.

Next is job grade 16 at Rp27.57 million per month, and job grade 15 at Rp19.28 million per month.

The higher the job grade, the higher the performance allowance. The lowest level is job grade 1, at Rp2.53 million per month; grade 2 at Rp2.7 million per month; and grade 3 at Rp2.89 million per month.
