The Ministry of Manpower (Kemnaker) released the standard for Decent Living Needs (KHL) at the provincial level in Indonesia in December 2025.
KHL is the standard monthly cost required for Indonesian workers and their families to live decently.
This KHL is calculated using the latest method based on International Labour Organization (ILO) standards, which considers the main components of household needs, namely:
- Food;
- Health and education;
- Other basic necessities; and
- Housing or accommodation.
KHL is then used as a reference for calculating the minimum wage.
"The calculation of the minimum wage is gradually directed to increasingly approach KHL," Kemnaker said in an official Instagram post on Sunday (December 21, 2025).
"Why is KHL the main reference? Because minimum wage increases become fairer and more flexible, following the economic conditions of each province, instead of being standardized like the previous model of simultaneous provincial minimum wage (UMP) increases," Kemnaker said.
Currently, the highest KHL is in DKI Jakarta, at approximately Rp5.9 million per month. Meanwhile, the lowest KHL is in East Nusa Tenggara, at Rp3.05 million per month.
