According to Presidential Regulation (Perpres) Number 2 of 2022, an established entrepreneur is a business actor who employs permanent and paid laborers, as defined in the Central Statistics Agency (BPS) report.
The Perpres also stipulates the method for calculating the entrepreneurship ratio with the formula: Established entrepreneur ratio = (population of established entrepreneurs / labor force) x 100%.

Based on BPS data, there will be approximately 5.13 million established entrepreneurs in Indonesia in February 2025, equivalent to 3.35% of the total national labor force.
However, this ratio varies when viewed at the provincial level.
The highest ratio is in Jambi, with approximately 128 thousand established entrepreneurs, equivalent to 6.79% of the local labor force.
In general, 20 provinces have an established entrepreneur ratio above the national average, while 18 provinces have a ratio equal to or below the national average.
