Number of Active BPJS Ketenagakerjaan Participants per Province, August 2025

Based on data from the Ministry of Manpower (Kemnaker), there were 40.99 million workers registered in the social security program at BPJS Ketenagakerjaan as of August 2025.

This total comprises 26.64 million active participants in the wage earner (PU) category; 9.96 million in the non-wage earner (BPU) category; and 4.39 million in the construction services category.

Participants in the PU category are enrolled in the Work Accident Insurance (JKK), Death Insurance (JKm), Old Age Security (JHT), and Pension Security (JP) programs.

Meanwhile, participants in the BPU category are enrolled in the JKK, JKm, and JHT programs; and participants in the construction services category only follow the JKK and JKm programs.

As of August 2025, Jakarta was the province with the highest number of active BPJS Ketenagakerjaan participants, totaling 7.8 million people, or 19% of the total participants.

Below is a list of the top 10 provinces with the most active BPJS Ketenagakerjaan participants as of August 2025:

1. Jakarta: 7.8 million people
2. East Java: 5.15 million people
3. West Java: 5.03 million people
4. Central Java: 4.23 million people
5. Banten: 2.6 million people
6. North Sumatra: 1.8 million people
7. East Kalimantan: 1.2 million people
8. Bali: 1.11 million people
9. South Sulawesi: 1.09 million people
10. Riau: 1.01 million people

As of August 2025, there were 859,218 companies registered as participants in the BPJS Ketenagakerjaan program. The majority, or 80.42%, were micro-scale businesses.
