Number of Active BPJS TK Participants by Indonesian Province up to May 2025

Data from the Ministry of Manpower (Kemnaker) shows that 39.05 million workers were registered in the social security program at BPJS Employment (BPJS Ketenagakerjaan) or TK during the January-May 2025 period.

This number comprises 26.20 million active participants in the wage recipient (PU) category; 8.28 million non-wage recipients (BPU); and 4.56 million in the construction sector.

Note that the figure for PU workers includes active participation in the Work Accident Insurance (JKK), Death Insurance (JKm), Old-Age Security Insurance (JHT), and Pension Insurance (JP) programs.

BPU workers, however, are not included in the JP program. Construction workers only participate in the JKK and JKm programs.

By region, DKI Jakarta remains the province with the highest number of active BPJS Employment participants nationally, at 7.67 million as of May 2025. This represents 19.64% of the national total.

The following is a list of the 10 provinces with the highest number of active BPJS Employment participants as of May 2025:

1. DKI Jakarta: 7.67 million people

2. West Java: 4.78 million people

3. East Java: 4.76 million people

4. Central Java: 3.99 million people

5. Banten: 2.56 million people

6. North Sumatra: 1.81 million people

7. East Kalimantan: 1.17 million people

8. Bali: 1.07 million people

9. South Sulawesi: 1.05 million people

10. Riau: 893,204 people

Meanwhile, the province with the fewest active BPJS Employment participants is West Papua, with only 24,110 people. This is followed by West Sulawesi with 49,340 people and Maluku with 140,680 people.

Kemnaker also recorded 843,118 companies registered as participants in the BPJS Employment program. When viewed by business scale, the majority, or 80.36%, are micro-enterprises.
