29.8% of respondents believe that the behavior of ASN in Indonesia is still associated with bribery, extortion, or corruption.

Further issues include ASN deemed unprofessional or incompetent (20.9%), and ASN who are lazy or slow (17.7%).

The recruitment process for ASN is also heavily influenced by cronyism (12.8%), resulting in a perception that recruitment is not purely merit-based. Another issue is that ASN salaries and allowances are inadequate (2.2%).

"The strong message regarding problems within the ASN is consistent with public skepticism, which in this poll manifests as low satisfaction ratings for public service performance," wrote a Kompas Research and Development researcher in their report on Monday, June 30, 2025.

Only 51.1% of respondents stated satisfaction with the overall performance of ASN, while 45.4% expressed dissatisfaction.

This survey involved 512 respondents from 72 cities across 38 provinces, selected randomly according to the population proportion in each province.

Data collection was conducted from June 16-19, 2025, through telephone interviews. The survey's margin of error is approximately 4.25% with a 95% confidence level, under conditions of simple random sampling.
