BPJS Employment Injury Insurance (BPJS TK) had 40.19 million active participants as of March 2025, with the highest number in Jakarta.

According to data from the Ministry of Manpower (Kemnaker), 40.19 million workers were registered in the social security program at BPJS Ketenagakerjaan in January-March 2025.

This figure comprises 26.09 million active participants in the wage recipient (PU) category; 9.21 million non-wage recipients (BPU); and 4.88 million in the construction sector.

Note that the figure for PU workers includes active participation in the Work Accident Insurance (JKK), Death Insurance (JKm), Old-Age Security Insurance (JHT), and Pension Insurance (JP) programs.

BPU workers, however, are not included in the JP program. Construction workers only participate in the JKK and JKm programs.

Broken down by region, DKI Jakarta had the highest number of active BPJS Ketenagakerjaan participants nationally, reaching 7.81 million people until March 2025, followed by East Java and West Java.

The following is a list of the 10 provinces with the highest number of active BPJS Ketenagakerjaan participants in the first quarter of 2025:

1. DKI Jakarta: 7.81 million people
2. East Java: 4.84 million people
3. West Java: 4.74 million people
4. Central Java: 4.01 million people
5. Banten: 2.68 million people
6. North Sumatra: 1.91 million people
7. East Kalimantan: 1.29 million people
8. South Sulawesi: 1.06 million people
9. Bali: 1.06 million people
10. Riau: 998,160 people

Meanwhile, West Sulawesi had the fewest active BPJS Ketenagakerjaan participants, with only 61,470 people. This was followed by Maluku with 154,870 people and Bangka Belitung Islands with 167,000 people.

Kemnaker also recorded 839,732 companies registered as participants in the BPJS Ketenagakerjaan program. Based on their business scale, the majority are micro-scale companies.
