West Java, Province with the Highest Number of Strikes in 2024

Data from the Indonesian Ministry of Manpower (Kemnaker) shows that there were 281 work stoppages in Indonesia throughout 2024.

These cases involved 61,364 workers and resulted in a loss of 490,912 working hours.

In 2024, West Java had the highest number of work stoppages, with 66 cases. These involved 20,872 workers and resulted in a loss of 166,976 working hours.

Other provinces with a significant number of work stoppages include DKI Jakarta, East Kalimantan, South Sulawesi, and Central Java, as shown in the graph.

Meanwhile, Kemnaker did not record any work stoppages in Aceh, Bengkulu, Bangka Belitung, East Nusa Tenggara, South Kalimantan, Southeast Sulawesi, Gorontalo, West Papua, and Papua.

According to the Indonesian Manpower Minister's Decree No. 232 of 2003, a work stoppage is an action planned and carried out jointly and/or by a trade union to stop or slow down work.

This regulation states that work stoppages are a fundamental right of workers and/or trade unions, conducted legally, orderly, and peacefully as a result of failed negotiations.

A work stoppage can be deemed illegal if it meets the following criteria:

* It is not due to failed negotiations;
* There is no notification to the employer and the labor office;
* Notification is less than 7 days before the work stoppage; and
* The work stoppage occurs in a company serving public interest and/or a company whose activities endanger human life, carried out by workers on duty.
