In a Month, the Ministry of Health Receives 91 Reports of Doctor Bullying in Hospitals

The Ministry of Health (Kemenkes) received 91 reports of bullying against participants in the Specialist Doctor Education Program (PPDS) in hospitals during the period of July 20 to August 15, 2023.

"Of these reports, 44 were from hospitals managed by the Ministry of Health," said Inspector General of Kemenkes Murti Utami in a virtual press conference on Thursday (August 17, 2023).

Murti explained that of the 44 reports from Kemenkes hospitals, 12 had been investigated and 32 were still in process.

In addition to Kemenkes hospitals, alleged bullying was also found in Regional Public Hospitals (RSUD) in 6 provinces across the country, totaling 17 reports.

There were also 16 reports from Medical Faculties (FK) in 8 provinces.

Furthermore, 6 alleged bullying cases occurred in university hospitals, one report in a TNI or Polri hospital, and one report in a private hospital.

"These reports have been forwarded to the supervisors for follow-up action within their authority," said Murti.

The most frequently reported complaints by victims related to additional costs not in line with the education, unnecessary additional research imposed on students, and excessive on-call schedules.

In response to these cases, Kemenkes has issued written warnings to three hospital directors at Kemenkes hospitals where bullying occurred.

These three hospitals are Dr. Cipto Mangunkusumo National General Hospital (RSCM) Jakarta, Hasan Sadikin Hospital Bandung, and Adam Malik Hospital Medan.

Reports of alleged bullying in hospitals not managed by Kemenkes will be forwarded to the relevant institutions.

If the practice is repeated, Kemenkes stated that the sanctions will be recorded and considered when the perpetrator renews their Practice License (SIP).
