The Indonesian government has allocated Rp99.5 trillion (approximately US$6.5 billion) for the 2024 fiscal year's Eid al-Fitr bonuses (THR) and 13th-month salaries for civil servants (ASN). This comprises Rp48.7 trillion for THR and Rp50.8 trillion for the 13th-month salary.
According to the Ministry of Finance's Instagram account (@kemenkeuri) on Tuesday, March 19, 2024, the Rp48.7 trillion THR budget is allocated from the National Budget (APBN) at Rp29.7 trillion and the Regional Budget (APBD) at Rp19 trillion. The Rp50.8 trillion 13th-month salary budget is allocated from the APBN at Rp29.7 trillion and the APBD at Rp21.1 trillion.
Finance Minister Sri Mulyani previously stated that the 2024 budget for THR and 13th-month salaries is higher than last year's Rp77.6 trillion, with THR and 13th-month salaries each amounting to Rp38.8 trillion. "Last year, performance allowances were only 50%. This year it's 100%, so there's an increase," said Sri Mulyani, as reported by Antara on Friday, March 15, 2024.
Besides the difference in performance allowances, the increase in the THR and 13th-month salary budget is also driven by adjustments to ASN salaries. Currently, ASN salaries have increased by 8%, and pensions by 12%.
Specifically, the components of THR and the 13th-month salary for ASN/officials/TNI/Polri consist of: basic salary according to March 2024 income for THR and May 2024 income for the 13th-month salary; position/general allowances; allowances attached to the basic salary (family allowance and food allowance); and 100% performance allowance for central government ASN and up to 100% for regional ASN.
The provision of performance allowances for regional ASN considers the region's fiscal capacity and is in accordance with applicable laws and regulations.
Components of THR and the 13th-month salary for pensioners include basic pension, family allowance, food allowance, and additional income. For teachers and lecturers, components include 100% professional allowance, professorial honorarium, or additional teacher income.
THR payments will be made at least 10 working days before Eid al-Fitr, followed by disbursement after Eid for those who have not received payment before the holiday. The 13th-month salary disbursement will be in June 2024, with subsequent disbursements the following month for those who have not received payment.
Sri Mulyani stated that the 2024 THR and 13th-month salaries will not be subject to deductions or contributions, only income tax (PPh), which will be borne by the government. She hopes that ASN will spend their THR and 13th-month salaries on domestic products to benefit the economy. "I hope this will truly stimulate and improve the economy through the purchasing power of ASN, TNI, Polri, and pensioners," said Sri Mulyani.
