The salaries of bureaucrats or Civil Servants (ASN) were one of the most frequently mentioned keywords in the 2019 presidential debates. The term "ASN salary" was repeated approximately eight times from beginning to end.
Prabowo Subianto argued that by increasing ASN salaries, bureaucratic welfare would improve and it would supposedly curb corruption. He cited the prosecution and police force as examples.
Joko Widodo, candidate number 01, disagreed. "I disagree with what Pak Prabowo just said because we know that the salaries of our ASN are already quite substantial with the addition of performance allowances," Jokowi responded.
Currently, the salary structure of Civil Servants (PNS) already includes performance allowances that reward both diligent and lazy PNS. For example, to monitor attendance rates, the National Civil Service Agency (BKN) has implemented real-time monitoring since the beginning of 2018. Furthermore, the size of this performance-based pay is also determined by the PNS's job grade.
This job grade reflects the responsibilities and roles of PNS in each ministry/agency (K/L). Different institutions have different criteria, each determined by ministerial regulations.
Generally, the PNS job grade system uses 17 job grade ranges. For example, the highest supporting role is grade 7 (class 4 security guard), while functional positions start from grade 8 (e.g., mid-level auditor, grade 11).
