The Ministry of Communication and Informatics (Kominfo) is targeted to contribute the largest amount of non-tax state revenue (PNBP) in 2017. In the 2017 State Budget, PNBP from Kominfo is targeted at Rp 14 trillion, the same target as the 2016 Revised State Budget (APBNP). In second place, the Ministry of Transportation is targeted at Rp 9.58 trillion, an 8.1 percent increase from the 2016 APBNP target. Third is the Indonesian National Police (Polri) with a value of Rp 8.5 trillion, a 37 percent increase from the 2016 APBNP target.
To increase the government's non-tax revenue, the government has discussed a revision of the Law on PNBP with the House of Representatives (DPR), which is expected to be ratified around August 2017. The PNBP Bill is a key focus for members of the House because state revenue has consistently fallen short of targets for the past three years.
In the 2017 State Budget (APBN), the PNBP target is Rp 250 trillion, 2.5 percent higher than the 2016 APBNP target, but 4.6 percent lower than the 2016 realization. The 2017 PNBP comprises revenue from Natural Resources (Rp 86.9 trillion), State-Owned Enterprises' profits (Rp 41 trillion), Public Service Agency revenue (Rp 37.6 trillion), and other PNBP (Rp 84.4 trillion).
