In the Ministry of Finance's (Kemenkeu) report on the *Implementation of the State Revenue and Expenditure Budget (APBN) First Semester 2022*, spending by ministries and institutions (K/L) reached Rp417.2 trillion in the first half of 2023.
"Up to the first semester of 2023, the realization of K/L spending reached Rp417.2 trillion, or 41.7% of the 2023 APBN allocation," wrote Kemenkeu in its report.
This K/L spending realization is higher compared to the previous period (year-on-year/yoy), which reached Rp393.8 trillion or 41.6% of the 2022 allocation.
The increase in spending realization in the first semester of this year was influenced by the high realization of social assistance spending, payments of the 13th salary and allowance, and the high realization of spending sourced from loans and state sharia securities (SBSN).
Of the total K/L spending realization, the Ministry of Defense (Kemenhan) had the largest portion.
The Ministry, led by Prabowo Subianto, realized a budget expenditure of Rp58.8 trillion, reaching 43.8% of the 2023 APBN allocation.
The Indonesian National Police (Polri) was second with the largest K/L spending realization, having realized a budget of Rp54.6 trillion.
In line with budget performance, the Polri also achieved its strategic output targets. These include the fulfillment of 59,518 almatsus units, handling and resolution of 47,082 general criminal cases, handling and resolution of 10,462 narcotics cases, and others.
Meanwhile, the Ministry of Social Affairs (Kemensos) followed in third place, with a total budget spending realization of Rp78.2 trillion.

4. Ministry of Public Works and Public Housing (PUPR): Rp38.5 trillion
5. Ministry of Health: Rp36.2 trillion
6. Ministry of Religious Affairs: Rp34.6 trillion
7. Ministry of Education, Culture, Research, and Technology: Rp30.6 trillion
8. Ministry of Finance: Rp23.2 trillion
9. Ministry of Transportation: Rp12.6 trillion
10. General Election Commission: Rp8.2 trillion
