The 2025 Electricity Subsidy Budget Reaches Rp83 Trillion: Here's the Allocation

State-owned electricity company PT Perusahaan Listrik Negara (PLN) projects Indonesia's electricity subsidy needs to reach Rp83.08 trillion in 2025.

This figure is approximately Rp7.25 trillion higher than the 2024 subsidy of Rp75.83 trillion.

"This, of course, uses assumptions for the Indonesian Crude Price (ICP), exchange rate, and inflation in accordance with the State Budget," said PLN President Director Darmawan Prasodjo during a hearing with Commission VII of the Indonesian House of Representatives (DPR RI) on Thursday (30/5/2025).

Of the total 2025 electricity subsidy budget, 64.95%, or Rp54 trillion, is allocated to 35.22 million PLN household customers.

A further Rp12.2 trillion is allocated to 2.13 million social institution customers.

The business sector receives Rp9.4 trillion in electricity subsidies (for 4.29 million customers), the industrial sector Rp5.9 trillion (for 0.24 million customers), and the government and other sectors Rp1.6 trillion (for 0.2 million customers).

Therefore, approximately 42.08 million PLN customers are targeted to receive electricity subsidies next year.

The number of subsidized customers is selected by PLN after integrating customer data with the Integrated Social Welfare Data (DTKS) from the Ministry of Social Affairs.

"So, of course, the accuracy of determining subsidized customers becomes more targeted," said Darmawan.
