In 2018, the Indonesian government prioritized defense and infrastructure.

In the 2018 indicative budget allocation data for the State Revenue and Expenditure Budget (APBN), the government remained focused on development in the defense and infrastructure sectors. For 15 Ministries and Institutions (K/L), the budget was dominated by defense and infrastructure development, particularly basic infrastructure.

The Ministry of Defense and the Ministry of Public Works and Public Housing received the largest budget allocation, namely 13 percent, with a value of Rp 106.9 trillion and Rp 106 trillion respectively. The Ministry of Public Works and Public Housing (PUPR) budget increased by 4.43 percent from the previous year's Rp 101.5 trillion in the 2017 APBN.

President Jokowi specifically instructed his ministers to focus on and detail the allocation of the 2018 state expenditure budget. These instructions included requests for ministers to accelerate the development of priority infrastructure, planned allocation of funds for education and health, and accurate disbursement of subsidy funds.
