The Ministry of Finance (Kemenkeu) reported that the realization of state expenditure in the State Budget (APBN) reached Rp1,967.9 trillion until September 2023, up 2.8% compared to September last year (year-on-year/yoy).
"This means that until the end of September, we have spent 64.3% of the total budget allocation in the 2023 APBN," said Minister of Finance Sri Mulyani in an online press conference on the "Our APBN" edition of October 2023, Wednesday (25/10/2023).
Based on its components, in September 2023, the realization of central government expenditure (BPP) reached Rp1,396.9 trillion or 62.2% of the APBN allocation. This budget consists of ministry/agency expenditure (K/L) and non-K/L expenditure.
The largest state expenditure was non-K/L expenditure, amounting to Rp727.3 trillion, an increase of 5.9% (yoy).
This expenditure was channeled for payments of electricity subsidies and compensation, fuel subsidies and compensation, 3 kg LPG subsidies, the Kartu Prakerja program, and housing subsidies.
Meanwhile, the realization of K/L expenditure in September 2023 reached Rp669.6 trillion, down 0.71% (yoy).
In detail, the realization of expenditure through K/L includes the Family Hope Program (PKH), Sembako Cards, recipients of National Health Insurance (JKN) contribution assistance (PBI JKN), procurement of equipment/machinery, farmer assistance, the Indonesia Pintar Program, the KIP Kuliah Program, Operational Assistance for Schools (BOS), Operational Assistance for State Higher Education Institutions (BOPTN), disaster assistance, food social assistance, and infrastructure development.
Finally, the realization of transfer expenditure to regions (TKD) amounted to Rp571 trillion, up 3.3% (yoy).
As of September 2023, state revenue grew by 3.3% (yoy) to Rp2,035.6 trillion. This higher revenue compared to expenditure resulted in an APBN surplus of Rp67.7 trillion, equivalent to 0.32% of the Gross Domestic Product (GDP).
