Government Employee Spending 1992-2017 Increased by 22% Annually

Government employee spending from 1992 to 2017 saw an average annual increase of over 22%, in line with the rise in the national budget. Only once, in 1999, did employee spending decrease—by 64.8% from the previous year—a consequence of the monetary crisis affecting Indonesia and other Asian countries. However, it subsequently increased by over 260% from the previous year.

Based on the Central Government Financial Report, government employee spending, both central and regional, reached Rp 312.73 trillion in 2017, a 2.49% increase from the previous year. This amount represents 17.39% of total government expenditure, which reached Rp 1,798.7 trillion. For the following year, the budget for Civil Servant (PNS) and TNI/POLRI salaries will increase by Rp 6 trillion, reflecting a planned average 5% salary increase for employees and pensioners.

For central government employee spending, realization up to July 2018 reached Rp 132.68 trillion, or 58.33% of the target in the Revised State Budget of Rp 227.46 trillion.
