OIKN Budget Realization Only 55.9% of Ceiling as of November 2025

The Nusantara Capital City Authority (OIKN) reported that as of November 21, 2025, the IKN budget realization had only reached IDR 4.99 trillion, equivalent to 55.9% of this year's total ceiling of IDR 8.92 trillion.

The Head of OIKN, Basuki Hadimuljono, explained that the slow realization was due to budget efficiency, while an additional budget of IDR 4.32 trillion was only approved in September 2025.

"Our initial DIPA [Budget Implementation Document] was IDR 10.08 trillion, but with efficiency, it became IDR 8.92 trillion. Currently, our expenditure has only reached 55.9% because the IDR 4 trillion was only agreed upon or approved in September 2025," said Basuki during a working meeting with DPR Commission II on Tuesday (November 25, 2025).

He added that OIKN will accelerate the signing of IKN Phase 2 development contracts, targeting a new contract value of IDR 3.68 trillion by the end of December 2025.

These contracts include infrastructure that will support judicial and legislative construction in IKN.

"Thus, the projected (budget absorption) for 2025 will be 96.6%," said Basuki.

Based on its work units, here are the details of OIKN's budget realization as of November 21, 2025:

1. Deputy for Facilities and Infrastructure: IDR 4.49 billion

2. Secretariat of the Nusantara Capital City Authority: IDR 322.41 million

3. Deputy for Planning and Land Affairs: IDR 96.37 million

4. Deputy for Development Control: IDR 23.58 million

5. Deputy for Social, Cultural, and Community Empowerment: IDR 18.14 million

6. Deputy for Environment and Natural Resources: IDR 13.03 million

7. Deputy for Green and Digital Transformation: IDR 12.55 million

8. Deputy for Funding and Investment: IDR 8.82 million

9. Legal and Compliance Work Unit: IDR 5.43 million.
