The Ministry of Cooperatives and SMEs reported that from the beginning of the year until November 15, 2025, the realization of People's Business Credit (KUR) disbursement in the production sector reached Rp144.9 trillion.

"Throughout the history of the KUR program's establishment, this is the first time we have achieved the target in the production sector, which is 60.7%. God willing, it will reach 61% in December," said Minister of Cooperatives and SMEs Maman Abdurrahman in a working meeting with Commission VII of the House of Representatives on Monday (November 17, 2025).

The realization percentage is still around the 50% level, while the disbursement target set for the productive sector is 60%.

Maman also stated that the number of KUR-receiving MSMEs that have "upgraded" this year has exceeded the target, reaching 1.17 million debtors.

"Graduated debtors (those who have upgraded) as of November 15, 2025, exceeded the set target, reaching 1,321,830 people or about 112% of our initial target," he said.

Nevertheless, Maman admitted that there are still many complaints about the difficulty for MSMEs to access KUR, especially regarding collateral requirements and debtor data in the Financial Information Services System (SLIK).
