Indonesia's Non-Tax State Revenue Reached IDR 306.8 T by August 2025

The Ministry of Finance (Kemenkeu) reported that the realization of non-tax state revenue (PNBP) as of August 2025 amounted to IDR 306.8 trillion.

This amount only met 59.7% of the target in the 2025 State Budget (APBN) and 64.3% of the 2025 State Budget (APBN) semester report.

Kemenkeu also calculated that the realization of PNBP throughout June-August 2025 was IDR 114.9 trillion, a decrease of 6.2% from the same period last year (year-on-year/yoy), which was IDR 122.6 trillion.

By component, the highest contribution came from non-oil and gas natural resources (SDA), amounting to IDR 75.6 trillion in the period from the beginning of the year until August 2025. This figure met 77.9% of the 2025 APBN target.

Next was oil and gas natural resources (SDA) at IDR 65 trillion, or 53.7% of the 2025 APBN.

Followed by public service agencies (BLU) at IDR 62.5 trillion, or 80.2% of the APBN. This represents the largest target achievement compared to other components.

Then, other PNBP collected amounted to IDR 91.9 trillion, or 71.9% of the APBN.

It should be noted that Kemenkeu did not include revenue from separated state assets (KND) following the issuance of Law No. 1/2025 concerning State-Owned Enterprises (BUMN). Therefore, there is still a discrepancy between the total realization and the components presented.
