The Ministry of Home Affairs (Kemendagri) reported that as of August 22, 2025, the realization of the 2025 Regional Revenue and Expenditure Budget (APBD) had only reached Rp726.07 trillion, or 54.44% of the target.

Of the 38 provinces, only 21 have achieved realization equivalent to the national average. D.I. Yogyakarta has the highest realization at 67.41%.

The following is a list of the 10 provinces with the highest percentage of APBD revenue realization in Indonesia as of August 22, 2025:

1. D.I. Yogyakarta: 67.41%

2. West Kalimantan: 65.26%

3. East Java: 62.98%

4. Central Papua: 62.68%

5. Bali: 62.1%

6. West Sumatra: 61.05%

7. West Java: 60.22%

8. West Nusa Tenggara (NTB): 60.11%

9. Aceh: 60.07%

10. South Kalimantan: 59.84%

Meanwhile, the province with the lowest regional revenue realization is West Papua, at only 31.21%. This is followed by Papua Mountains at 31.84% and Central Kalimantan at 39.82%.

Bima stated that regional revenue sources still depend heavily on taxes. He noted that tax contributions are highly dependent on the economic characteristics of the region.

"For example, motor vehicle tax is dominant in provinces with large populations, such as West Java and East Java," he said.
