Indonesia's Downstream Investment in the First Half of 2025: Largest in the Minerals Sector

According to a report by the Indonesian Investment Ministry/Investment Coordinating Board (BKPM), downstream investment realization in Indonesia during the first half of 2025 reached Rp280.8 trillion, a 54.8% increase year-on-year (yoy).

This downstream investment contributed 29.8% to the total national investment realization of Rp942.9 trillion.

In the first half of 2025, the most significant downstream investment flowed into the mineral sector, totaling Rp193.8 trillion.

This investment was allocated as follows: nickel Rp94.1 trillion, copper Rp40 trillion, bauxite Rp27.7 trillion, iron and steel Rp21.5 trillion, tin Rp3.5 trillion, and other minerals Rp7 trillion.

Other minerals include silica sand, gold, silver, cobalt, manganese, coal, Buton asphalt, and rare earth metals.

Downstream investment in the plantation and forestry sector reached Rp67.4 trillion.

This includes palm oil Rp31.6 trillion, logs Rp24.9 trillion, rubber Rp8.2 trillion, and other commodities (nutmeg, coconut, cocoa, and biofuel) Rp2.7 trillion.

The oil and gas sector received Rp17.3 trillion in downstream investment, comprising Rp7.9 trillion for oil and Rp9.4 trillion for gas.

Finally, downstream investment in the fisheries and marine sector amounted to Rp2.3 trillion. This investment was for the downstream processing of salt; tuna, skipjack, and mackerel; shrimp; seaweed; blue crabs; and tilapia.

Overall, total investment flowing into Indonesia in the first half of 2025 reached Rp942.9 trillion, growing by 13.6% (yoy).

This figure comprises foreign direct investment (FDI) of Rp432.6 trillion (45.9%) and domestic direct investment (DDI) of Rp510.3 trillion (54.1%).

All of this investment realization absorbed approximately 1.26 million workers.
