The Center for Economic and Law Studies (Celios) surveyed the needs related to development and welfare of Indonesian villages.

The results show that the majority of respondents considered economic development and job creation to be the most pressing needs.

The following is a complete list of the needs of Indonesian rural communities—and what should be prioritized by the central government—according to the respondents:

Economy & Job Creation: 36%
Basic Infrastructure: 25%
Village Governance & Funds: 15%
Education & Human Resources: 12%
Health & Environment: 6%
Technology & Innovation: 5%
Other: 1%

Celios conducted this survey with 108 respondents working as village officials across 34 provinces in Indonesia. Data collection was carried out from May 3-20, 2025, using a multistage random sampling method.

According to Celios, although respondent answers varied, they all converged on three main priorities.

First, rural communities need direct support for the local economy, such as the provision of modern farming equipment, guaranteed harvest prices, and strengthening Village-Owned Enterprises (BUMDes) so that villages can develop their potential and create jobs.

Second, rural areas need basic infrastructure, such as roads, bridges, healthcare services, schools up to high school level, internet access, and irrigation.

Third, the utilization of village funds needs to be directed towards truly needed development, including building infrastructure that supports productivity and community empowerment programs.
