Difference Between Planned and Actual Number of Indonesian National Armed Forces Personnel at the Beginning of 2024

Based on the journal *Digital Competence and Human Resource Management of the Indonesian National Armed Forces (TNI) in the Era of the 4.0 Industrial Revolution*, written by Mhd. Halkis, Chandra Ariyadi Prakosa, and Tarsisius Susilo, there is a discrepancy between the planned quota and the actual number of Indonesian National Armed Forces (TNI) personnel at the beginning of 2024.

The collected data covers three branches: the Indonesian Army (TNI AD), the Indonesian Navy (TNI AL), and the Indonesian Air Force (TNI AU).

The authors compiled the planned and actual numbers based on rank. Starting from the lowest rank, Second Lieutenant (Letda), the planned number (DSP) was 6,493 personnel. However, the actual number reached 15,838 personnel, resulting in a surplus of 9,345 personnel.

However, the four ranks above experienced a deficit. First Lieutenant (Lettu) had a deficit of 12,821 personnel, Captain had a deficit of 119,879 personnel, Major had a deficit of 11,566 personnel, and Lieutenant Colonel (Letkol) had a deficit of 4,902 personnel.

Meanwhile, Colonel, the highest rank in the mid-level officer category, had a surplus of 238 personnel.

Besides Colonels, several high-ranking officers (Pati) experienced an increase from the planned quota.

One-star generals had a surplus of 132 personnel. Two-star generals had a surplus of 49 personnel.

Furthermore, three-star generals had a difference of one personnel from the planned number. The highest rank, four-star generals, also had a difference of one personnel.

"Some ranks have an excess of personnel, while others are deficient," wrote the authors, as quoted on Monday (March 24, 2025).
