The Ministry of Finance (Kemenkeu) reported that state spending reached Rp1,930.7 trillion by August 2024.
This figure represents 58.1% of the state budget (APBN). August 2024 spending also increased by 15.3% year-on-year (yoy) compared to August 2023, which was Rp1,674.7 trillion.
Based on its components, state spending is divided into two parts: central government spending and transfers to regions.
Central government spending reached Rp1,368.5 trillion as of August 2024, up 16.9% (yoy) from Rp1,170.8 trillion in August 2023.
Central government spending consists of ministry/agency spending (K/L) of Rp703.3 trillion (+20.9% yoy) and non-K/L spending of Rp665.2 trillion (+12.9% yoy) as of August 2024.
Meanwhile, transfers to regions were recorded at Rp562.1 trillion as of August 2024. This is up 11.6% (yoy) from Rp503.9 trillion in August 2023.
According to the Minister of Finance, Sri Mulyani, the increase in state spending was influenced by election needs and social assistance (bansos). "All of this caused state spending to increase and reach double digits," she said in an *APBN KiTa* press conference on Monday (September 23, 2024).
The swelling of state spending, not balanced by an increase in state revenue, resulted in an APBN deficit. The APBN deficit was recorded at Rp153.7 trillion from the beginning of the year to the end of August 2024.
"The deficit is still on track with the 2024 APBN. Currently, [the deficit] is 0.68% of the Gross Domestic Product (GDP)," said Finance Minister Sri Mulyani.
State revenue realization until the end of August 2024 decreased by 2.5% (yoy) to Rp1,777 trillion, equivalent to 63.4% of this year's APBN target, which totals Rp2,802.3 trillion.
Nevertheless, the state treasurer stated that the primary balance until August 2024 still experienced a surplus of Rp161.8 trillion.
