The Ministry of Finance reported that state spending reached Rp1,913.9 trillion by the end of September 2022. This realization is still quite far from the 2022 State Budget (APBN) target of Rp3,106.4 trillion.
Nevertheless, Finance Minister Sri Mulyani considered this realization to reflect the government's fairly good performance.
"We have spent 61.6% of the total APBN based on Presidential Regulation No. 98/2022. From this perspective, state spending worth Rp1,913.8 trillion serves as a shock absorber to face shocks from the global economy, to protect our people and our economy," said Sri Mulyani in a press conference on the APBN Kita, Friday (21/10/2022).
State spending consists of the components of ministry/agency (K/L) spending, non-K/L spending, and transfers to regions and village funds (TKDD).
Until September 2022, the realization of K/L spending reached Rp674.4 trillion, contracting by 8.1% compared to the previous year (year-on-year/yoy).
According to the Ministry of Finance, this K/L spending was used for various social assistance and national economic recovery programs, procurement of equipment or machinery, roads, networks, irrigation, employee expenses including holiday allowances and 13th-month salaries, and K/L operational activities.
Then, the realization of non-K/L spending reached Rp686.8 trillion, or up 29.2% (yoy). This spending was used for the disbursement of subsidies, fuel and electricity compensation, and the payment of pensions and health insurance for civil servants (ASN).
Furthermore, the realization of TKDD reached Rp552.6 trillion, or up 2.1% (yoy).
On the other hand, the realization of state revenue in September 2022 reached Rp1,974.7 trillion, up 45.7% (yoy) compared to September 2021, which amounted to Rp1,355 trillion.
The high realization of revenue compared to spending resulted in Indonesia experiencing a budget surplus of Rp60.9 trillion, equivalent to 0.33% of Gross Domestic Product (GDP).
