Sri Mulyani, Minister of Finance, has announced the disbursement of 2023 Religious Holiday Allowances (THR), along with a 13th-month salary, for State Civil Apparatus (ASN) sourced from the State Revenue and Expenditure Budget (APBN).
The ministry/agency (K/L) disbursed Rp11.7 trillion in THR for central government ASN, state officials, TNI personnel, and Polri members.
Meanwhile, Rp17.4 trillion was disbursed from the General Allocation Fund (DAU) for regional ASN, including Regional Civil Servants (PNSD) and Government Employees with Work Contracts (PPPK).
Sri Mulyani stated that the THR for regional ASN can be supplemented from the 2023 fiscal year APBD, according to the fiscal capacity of each regional government and applicable regulations.
Finally, Rp9.8 trillion was disbursed from the state treasurer for pensioners and pension recipients.
As reported by *Katadata*, the allowance components include basic salary, inherent allowances, and performance allowances (tukin). This is relatively the same as last year's disbursement. The tukin in the ASN THR is still deducted by 50%.
Furthermore, Government Regulation (PP) Number 15 of 2023, which outlines the provisions for the disbursement of THR and the 13th-month salary, stipulates that prospective civil servants will also receive THR and a 13th-month salary, but only 80% of the basic PNS salary.
Sri Mulyani reasoned that the tukin component in the THR and 13th-month salary is given at 50% due to current challenges and conditions. She mentioned that Indonesia still faces highly uncertain global challenges.
"Especially in the form of a global economic slowdown, geopolitical conditions affecting economic conditions, and monetary policy trends to manage inflation that tends to remain," said Sri Mulyani in a press conference held on Wednesday (29/3/2023).
On the other hand, the government provides a special addition for ASN educators. Teachers and lecturers who do not receive performance allowances or additional income will receive 50% of their teacher or lecturer professional allowance.
THR disbursement can begin 10 days before Idul Fitri, while the 13th-month salary will be disbursed starting in June 2023. For THR, Sri Mulyani provided leniency for payment if it hasn't been disbursed yet.
"If the THR cannot be paid before Idul Fitri, the THR can be paid after Idul Fitri," said Sri Mulyani.
