The Ministry of Finance reports that the budget realization for Covid-19 Handling and National Economic Recovery (PC-PEN) reached Rp280.7 trillion by November 18, 2022. This realization is only 61.6% of the total budget allocation of Rp455.62 trillion.
According to Finance Minister Sri Mulyani, PC-PEN budget absorption has not been optimal because the spread of the Covid-19 pandemic has improved, especially the absorption in the health handling sector, which was not very large this year.
"For PC-PEN performance, since this is the last year, it can be predicted that the health sector (absorption) will decrease sharply because Covid-19 cases have dropped sharply," said Sri Mulyani in a press conference on the State Budget (APBN Kita), Thursday (24/11/2022).
The PC-PEN budget in the health handling sector that has been absorbed is only Rp48.6 trillion, or 39.7% of the total allocation of Rp122.54 trillion. This realization was used for patient claim payments of Rp27.3 trillion and health worker incentives of Rp3.1 trillion.
The budget was also absorbed for vaccine procurement (Rp2.8 trillion), health tax incentives (Rp1.8 trillion), and support from Regional Budgets (APBD) including Village Funds for Covid-19 handling (Rp12.3 trillion).
Next, in the community protection sector, the realization amounted to Rp123 trillion, or 79.5% of the allocation of Rp154.76 trillion. This realization has been disbursed for the Family Hope Program (PKH) of Rp21.4 trillion to 10 million beneficiary families (KPM), and the Sembako Card of Rp32.9 trillion to 18.8 million KPM.
The budget for the community protection sector was also disbursed for cooking oil BLT (Rp8.4 trillion to 23.9 million recipients), Village BLT (Rp24.6 trillion to 7.5 million KPM), Fuel Subsidy BLT (Rp6.5 trillion to 20.65 million KPM), Kartu Prakerja (Rp18 trillion to 3.6 million participants), and wage subsidies (Rp7.68 trillion for 12.8 million workers).
There was also assistance for YAPI disabled people and the elderly (Rp10 billion), BT-PKLWN (Rp1.3 trillion disbursed by the Police to 683,000 recipients and the TNI to 1.4 million recipients), and APBD support for Perlinmas units (Rp2.3 trillion).
Finally, the budget for strengthening economic recovery was absorbed at Rp109 trillion, or 61.1% of the allocation of Rp178.32 trillion. This realization was disbursed for labor-intensive programs (Rp17.5 trillion), tourism and creative economy (Rp6.3 trillion), and food security (Rp18.7 trillion).
The economic strengthening budget was also disbursed for industrial areas (Rp900 billion), UMKM support (KUR and IJP subsidies) (Rp23.7 trillion), tax incentives (Rp15.2 trillion), infrastructure and connectivity (Rp14.5 trillion), information and communication technology (ICT) (Rp9.4 trillion), and APBD support for economic recovery (Rp3.2 trillion).
