The Commission for Missing Persons and Victims of Violence (KontraS) recorded 52 cases of violence in natural resource (NR) conflicts perpetrated by the Indonesian National Police (Polri) between July 2023 and June 2024. KontraS states that the Polri was the main actor in these acts of violence and human rights violations.
"This figure shows a significant increase; last year's report recorded only 28 human rights violations in the NR sector," wrote KontraS in a report published on Monday (1/7/2024).
Based on the type of action, criminalization was the most frequent action taken by the Polri, with 26 cases.
KontraS provides the example of the criminalization of Muhriyono, a resident of Pakel Village, Banyuwangi, East Java, who is a member of the Sumberejo Pakel Farmers' Association (RTSP). Muhriyono was arbitrarily arrested by the Banyuwangi City Police on Sunday, June 9, 2024.
Muhriyono's arrest was related to allegations of assault against a security officer of the PT Bumisari Maju Sukses plantation company in March 2024. KontraS states that Muhriyono's arrest constitutes a violation of the right to a fair trial. The arrest also violated existing regulations and standards on arrest under the Indonesian Criminal Procedure Code (KUHAP) and falls under the category of short enforced disappearances.
Other acts of violence included intimidation (16 cases), arbitrary arrests (12 cases), violence in conducting security operations (9 cases), and assault and shootings (6 cases each).
KontraS also noted that human rights violations in the NR sector occurred in at least four provinces, with the highest number in Riau Islands (7 incidents); West Sumatra (5); Jambi (4); and North Sumatra (4). Approximately 263 people were arrested, 54 were injured, and 1 person died.
According to KontraS, cases in the NR sector often reflect conflicts between economic interests, politics, and human rights.
