The Central Statistics Agency (BPS) recorded 10 sub-districts in DKI Jakarta with the highest Social Vulnerability Potential Index (IPKS) ranking: Kampung Rawa, Kalibaru, Penjaringan, Galur, Kampung Melayu, Ancol, Tanah Tinggi, Kartini, Manggarai, and Lagoa. This IPKS reflects the area's conditions, encompassing poverty vulnerability index, environmental and health vulnerability index, physical infrastructure vulnerability index, social capital vulnerability index, security and order vulnerability index, and economic vulnerability index.
A 2013 BPS survey revealed that 198 out of 267 sub-districts (74.16 percent) fell into the "Slightly Vulnerable" category. These sub-districts are located in South Jakarta, East Jakarta, and North Jakarta. Sub-districts categorized as "Severely Vulnerable" were more prevalent in Central Jakarta and North Jakarta, accounting for 1.50 percent.
The IPKS survey employed social statistics data collection. Research units included institutions, Community Units (RW), sub-districts, and Sector Police (Polsek). Social vulnerability is a significant factor contributing to societal susceptibility to shock or stress due to various factors, such as economic disputes, environmental changes, government policies, or internal incidents resulting from a combination of factors.
