The Commission for Missing Persons and Victims of Violence (KontraS) has compiled trends in cases of violence allegedly perpetrated by members of the Indonesian National Police (Polri) over the past year. This report was launched on the 78th anniversary of Bhayangkara Day on Monday, July 1, 2024.

KontraS recorded 645 cases of violence involving Polri members between July 2023 and June 2024. This violence resulted in 38 deaths and 759 injuries.

On a monthly trend, there were 58 cases of violence by Polri in July 2023. The number then increased to 66 cases in September 2023—the highest in the past year.

The trend of violence by Polri decreased, reaching a low of 42 cases in December 2023. However, the number increased again in 2024, reaching 53 cases in June 2024.

"A culture of violence still seems ingrained within the Polri, particularly among members performing field duties," KontraS wrote in its report, as quoted on Tuesday, July 2, 2024.

KontraS added that Resort Police (Polres) had the highest number of incidents with 424, followed by Sector Police (Polsek) with 125 incidents, and Regional Police (Polda) with 96 incidents.

KontraS's monitoring also shows that the Criminal Investigation Unit (Satreskrim) was the most involved unit in violent incidents, with 342 incidents, indicating that the majority of documented violent incidents occurred during law enforcement actions against suspects or alleged perpetrators of criminal acts.

"It should be underlined that not all documented violent incidents constitute arbitrary violence," KontraS noted.

KontraS explained that to carry out their duties, especially in the context of criminal law enforcement, police officers are indeed empowered to use force if absolutely necessary and as a last resort. Police officers are also equipped with firearms in the performance of their duties.
