The National Data Center (PDN) has come under scrutiny after being crippled by a ransomware attack from hackers.
According to Katadata's investigation, the ransomware attack on the national data center has been ongoing since June 20, 2024. The perpetrators even demanded a ransom of US$8 million, or approximately Rp131 billion.
As a result, 56 public services were inaccessible earlier this week. Passport service systems at airports and ports were among those significantly impacted.

Prior to the ransomware incident, the Ministry of Finance (Kemenkeu) had allocated Rp700 billion in the state budget (APBN) for the operation of the PDN or National Data Center under the Ministry of Communication and Information Technology (Kemenkominfo) in May 2024. The realization of the Kemenkominfo budget was announced by the Minister of Finance, Sri Mulyani, at a press conference on Thursday (June 27, 2024).
These funds were included in the thematic budget for infrastructure. The largest amount of funds was allocated for the operation and maintenance of 4G BTS, amounting to Rp1.6 trillion.
Then there were funds for Palapa Ring (Rp1.1 trillion) and satellite capacity (Rp700 billion).
The total infrastructure budget for Kemenkominfo reached Rp4.9 trillion. However, Sri Mulyani has not disclosed the Rp800 billion difference in Kominfo's infrastructure funds.

The PDN is a program initiated during the era of Minister of Communication and Information Technology Johnny Gerard Plate. The concept is that the PDN will store all government data in a single internal server.
At the beginning of its development, this project was said to be worth 164,679,680 euros. Referring to the euro exchange rate on June 28 of Rp17,551, the project value reached Rp2.89 trillion. The construction of the PDN itself was funded by loans from the French government (85%), with the remainder coming from the APBN.
The PDN is located in the Deltamas Industrial Estate, Cikarang, and refers to SNI 81799-2019. The physical construction of the PDN began with the groundbreaking ceremony in November 2022.
Overall, the project is expected to be completed, including the connection of all national data, by October 2024. This service will include 25,000 processors with a storage capacity of 200 TB and tier 4 security.
Currently, the government has established a Temporary National Data Center (PDNS), which is currently down and only contains 2% of the data. This temporary center is being used while waiting for the main project to be completed.
According to Kominfo data, the PDNS is spread across three regions. This project is run by two telecommunication operators, namely PT Telkom (TLKM) and Indosat (ISAT).
