Overcapacity in Prisons Across 30 Regional Offices of the Correctional Institution

Indonesian prisons (Lembaga Pemasyarakatan or Lapas) are significantly overcrowded, frequently leading to inmate escapes due to insufficient supervision. Of the 33 Regional Offices (Kantor Wilayah or Kanwil) under the Directorate General of Corrections (Ditjen PAS) of the Ministry of Law and Human Rights (Kemenkumham), 30 report exceeding prison capacity.

According to Ditjen PAS data, the total capacity of prisons nationwide is approximately 125,000, but the actual number of inmates and detainees is 249,000. This represents a 199% overcapacity. East Kalimantan (Kalimantan Timur) has the highest overcapacity among Ditjen PAS regional offices. With a capacity of 2,998, its prisons house 11,845 inmates, resulting in a 295% overcapacity.

The second highest overcapacity is in Jakarta (DKI Jakarta). While the capacity is 5,851, the capital's prisons hold 17,645 inmates, a 202% overcapacity. North Sumatra (Sumatera Utara) follows, with a prison capacity of 11,277 but housing 32,768 inmates, exceeding capacity significantly. In contrast, prisons in Maluku, Yogyakarta (D.I. Yogyakarta), and North Maluku (Maluku Utara) are operating below capacity.
