The Indonesian Ministry of Manpower's (Kemenaker) report shows that there were 4,226 cases of industrial relations disputes between January and July 2023.
Based on type, disputes related to termination of employment (PHK) were the most numerous, with 2,908 cases reported in the first half of 2023.
Of these, 2,585 cases were resolved through mediation, while 256 were resolved bipartitely. Bipartite refers to negotiations between workers or trade unions and employers to resolve the case.
Three PHK cases were resolved through the Industrial Relations Court. Therefore, a total of 2,844 PHK cases have been resolved. 64 cases are still being processed at the time of this report.
The second most frequent type of dispute was rights disputes, with 1,236 reported cases. 1,045 rights dispute cases were resolved through mediation and 150 through bipartite negotiations. A total of 1,195 cases have been resolved, leaving 41 cases outstanding.
Third were interest disputes, with 186 reported cases. Of these, 149 were resolved through mediation and 22 through bipartite negotiations. A total of 171 cases have been resolved, with 15 cases remaining.
Finally, there were 17 disputes between trade unions (SP). 15 cases were resolved through mediation and 1 through bipartite negotiations. A total of 16 cases have been resolved, with 1 case remaining.
Overall, mediation was the most common method of resolving industrial disputes, with 3,794 cases. 429 cases were resolved bipartitely, and 3 cases were resolved through the Industrial Relations Court (PHI).
Kemenaker explained that a total of 4,226 cases have been handled. 121 cases are still being processed.
