Victims of Excessive Force and State Apparatus Violence During the First Year of Prabowo-Gibran

Amnesty International Indonesia stated that the human rights (HAM) situation during the first year of the Prabowo Subianto and Gibran Rakabuming Raka administration has deteriorated due to the prevalence of authoritarian policies, actions, and practices.

Usman Hamid, Executive Director of Amnesty International Indonesia, conveyed that since their inauguration on October 20, 2024, the Prabowo-Gibran administration has not shown significant progress for human rights, both in terms of freedom from fear and freedom from want.

"On the contrary, the most severe erosion [of human rights] throughout the reform era has occurred. Policies that violated human rights during the previous administration have continued. The pattern remains the same, without active public participation," he said in a press release in Jakarta on Monday (October 20, 2025).

Regarding civil and political rights, Amnesty recorded that in the past year, 5,538 people became victims of excessive force and other forms of violence by security forces.

Victims fell during protests against the ratification of the TNI Law in March 2025, demanding workers' welfare in May 2025, and rejecting the increase in parliamentary allowances in August 2025. The details are as follows:

• Arrests: 4,453 victims
• Physical violence: 744 victims
• Use of water cannons and tear gas: 341 victims.

According to Usman, after the August 2025 demonstrations, 12 activists were detained as suspects for incitement, and two people are reportedly still missing.

In addition, he assessed that the state was not serious in investigating the deaths of 10 people during last August's protests.

"The formation of a Joint Fact-Finding Team was also canceled. Yet, it is crucial to uncover the most responsible actors. The Police Reform Committee also vanished," Usman said.
