The new TNI Law also extends the retirement age for soldiers and expands the TNI's duties to include military operations other than war.

Besides military issues, civil liberty violations in the first half of 2025 were significantly triggered by citizens' expressions regarding natural resources and labor issues.

"Certain strategic issues become focal points for citizens to express their opinions in public spaces. However, instead of receiving constitutionally guaranteed participatory space, public expressions are met with repressive actions," said Kontras.

"Rejection of policies deemed unfavorable to the people, and criticism of unaccountable security sector reforms, are met with criminalization, the dispersal of peaceful protests, and other forms of intimidation," it continued.
