The Number of Death Row Inmates in Indonesia Increased Again in 2024

According to the Institute for Criminal Justice Reform (ICJR), the number of foreign nationals (WNA) sentenced to death in Indonesia has shown an upward trend from 2019 to 2024.

This data was received by the ICJR in writing from the Directorate General of Corrections, Ministry of Law and Human Rights.

In 2019, there were 79 foreign nationals on death row in Indonesia. In 2020, this number increased significantly to 94.

“The highest increase in foreign national death row inmates occurred between 2019 and 2020, rising by 19% from the previous year,” stated the ICJR in its Report on the Situation of Death Penalty Policy in Indonesia 2024: A Pseudo-Transition Towards Transformation.

Meanwhile, in 2021-2022, the number decreased to 89 and 88 respectively. However, an increase occurred again in 2023-2024 by 8%, reaching 89 and 96 respectively.

According to the ICJR, while the basic needs of foreign national death row inmates are the same as those of Indonesian citizens on death row, additional needs, such as access to translators and diplomatic assistance, arise due to their status and background.
