Origin Countries of Foreign Nationals Sentenced to Death in Indonesia as of December 2024

According to the Institute for Criminal Justice Reform (ICJR), as of December 31, 2024, there were 562 death row inmates in Indonesia. Of this number, 96 were identified as foreign nationals (WNA).

Of the 96 foreign nationals, the ICJR stated that the largest numbers were from Malaysia and Taiwan, with 23 and 21 individuals respectively.

This data was received by the ICJR in writing from the Directorate General of Corrections, Ministry of Law and Human Rights.

Besides those two countries, a significant number of death row inmates were also from China, Iran, and Nigeria; 16, 12, and 11 individuals respectively.

“The changes in this period include the addition of one death row inmate each from Malaysia, Nigeria, and Hong Kong,” stated the ICJR in its 2024 Report on the Situation of the Death Penalty Policy in Indonesia: A Pseudo-Transition Towards Transformation.

According to the ICJR, a significant increase occurred in the number of Iranian nationals, with an addition of 8 individuals. Meanwhile, there was also a decrease of one Filipino national, resulting in zero Filipino death row inmates in Indonesia.

“Given the absence of executions (a moratorium on executions) in 2024, it can be assumed that the decrease in Filipino death row inmates refers to Mary Jane, who underwent a prisoner transfer mechanism to her home country,” said the ICJR.
