From January to May 2025, the National Commission on Human Rights (Komnas HAM) received 1,107 complaints related to alleged human rights violations in Indonesia.
The most numerous complaints concerned the rights to welfare and access to justice. Combined, these amounted to 715 complaints, representing 65% of the total complaints received.
The following is a complete list of complaints received by Komnas HAM from January to May 2025, categorized by right:
- Right to Welfare: 405 complaints
- Right to Access Justice: 310 complaints
- Right to Security: 104 complaints
- Right to Life: 52 complaints
- Women's Rights: 32 complaints
- Children's Rights: 28 complaints
- Right to Personal Liberty: 22 complaints
- Right to Participate in Government: 12 complaints
- Right to Self-Development: 7 complaints
- Right to Family and Procreation: 3 complaints
- Unspecified Rights: 132 complaints
During the January-May 2025 period, the most frequent complainants were law firms/advocates/legal aid institutions (296 complaints).
This was followed by children (162 complaints), individuals (134 complaints), impoverished individuals (68 complaints), and organizations (64 complaints).
When classified by victim category, the majority of victims were individuals.
The following are the top 5 complaints based on victim classification from January to May 2025:
- Individuals: 447 complaints
- Community Groups: 276 complaints
- Female Individuals: 103 complaints
- Working Individuals/Professionals: 59 complaints
- Worker Groups: 45 complaints
The most frequently reported party was state institutions, particularly the Indonesian National Police (Polri).
