According to the Setara Institute's Tolerant City Index (IKT), Salatiga was the most tolerant city in Indonesia in 2024.
"The city of Salatiga has implemented progressive innovations in promoting tolerance," wrote the Setara Institute in its *2024 Tolerant City Index* report.
"These innovations include pro-tolerance legal products, namely Regional Regulation No. 10 of 2024 concerning the Implementation of Community Tolerance and the Handling of Social Conflict," they stated.
The Setara Institute measured the IKT in 94 out of 98 cities in Indonesia. The four eliminated cities were administrative cities in DKI Jakarta, which were then merged into one.
The IKT is assessed based on 8 indicators, namely:
1. Regional Medium-Term Development Plan (RPJMD);
2. City government policies;
3. Intolerance incidents;
4. Civil society dynamics;
5. Public statements by the city government;
6. Concrete actions by the city government;
7. Religious heterogeneity; and
8. Religious social inclusion.
These indicators are then formulated into a score on a scale of 1-7 points. The higher the score, the better the tolerance in a region is assumed to be.
In 2024, Salatiga City, Central Java, achieved an IKT score of 6.544 points. It outperformed Singkawang, West Kalimantan, which received a score of 6.420 points.
